Registration for game studios in Peru and game certification

If you are a game studio looking to offer your content in Peru, there are two essential steps you must complete before integrating your games with a licensed operator:

1. Register as a service provider with the regulator, MINCETUR
2. Certify your games through an authorized test lab

🎯 Regulatory framework

Since the implementation of Law No. 31557 in 2024, all game content offered to Peruvian players must be:

• Developed or supplied by a company that is formally registered as a game provider before the regulator
• Individually certified by an accredited test lab recognized by MINCETUR

You cannot offer games in the market, even if certified, unless your company is registered and holds a valid service provider code.

🗂️ Documents required for registration

• Application form
• Document signed by your legal representative with company ID and registry details
• Power of attorney + affidavit, signed and apostilled
• Certificate of good standing or company status, apostilled
• Description of the technological services (e.g. casino games, RNG provider, etc.)
• All documents must be translated into Spanish and apostilled under The Hague Convention
• Physical delivery of original documents to Peru

Once the documents are submitted, the process is automatic, and the regulator issues a provider code authorizing your company to supply certified games to licensed Peruvian operators.

💰 Estimated costs

• Drafting and registering the Power of Attorney for the legal representative: $3.000 USD (one-time)

• Acting as legal representatives in Peru: $2.500 USD per year

• Registration as a Linked Service Provider before MINCETUR: $2.000 USD

• If the Studio use its own RGS to host its games: $3.500 USD for the platform registration. (If it doesn’t use its own RGS, the platform hosting the games must also be registered with MINCETUR).

• Registration of each individual game: $190 USD per title

Note: This does not include the registration fee with the regulator, document translations, international shipping or apostille fees.

Once documents are prepared and submitted, the process is automatic, and a provider code is issued by the regulator.

⏱️ Estimated timeline

The full process to certify games and register as a provider in Peru generally takes between 6 to 8 weeks.

This includes approximately 2 to 3 weeks for document preparation and apostille, followed by 1 week for automatic registration approval after submission.
