At Itzitip Consulting, we help international gambling operators enter the Mexican market through a fully licensed and compliant structure.
Mexico has a somewhat unique approach to online gambling regulation. To operate legally, an online operator must partner with an existing land-based license holder — new land-based licenses are currently not being issued, so this partnership must be with a company that already holds one.
On the other hand, neither platform providers nor game studios are required to obtain a specific certification for the Mexican market. However, local operators typically expect games and platforms to already be certified in other recognized jurisdictions in order to integrate them into their websites.
As for test labs, there is no official accreditation process or registry managed by the Mexican regulator, so it is not possible to obtain a market-specific approval to certify games or platforms for Mexico.
Getting your online gambling license in Mexico
In Mexico, the legal framework for online gambling requires operators to be connected to a local retail gambling license. This means that instead of applying for a new license — which is not typically possible for foreign entities — international operators must partner with a locally authorized license holder, known as a permisionario.
This local partner includes the operator’s domain within the scope of their existing license, effectively allowing the online site to operate legally in Mexico.
📌 Example: If you want to launch an online platform with the domain www.example.mx, our local partners can request the inclusion of that domain under their license. This enables you to operate fully regulated, with proper government connectivity and tax compliance.
We work with some of the most experienced and trusted license holders in the country. Through our network, we guide you through every step of the process:
-
Structuring the agreement with the license holder
-
Including your domain in the license scope
-
Setting up your local entity
-
Managing legal, tax, banking, and operational setup
There is an initial setup fee, followed by monthly operational costs and revenue share, depending on your structure and scale. We provide full transparency and support throughout the journey.
Whether you’re just exploring the market or ready to launch, our team and local partners are here to make your expansion into Mexico smooth, compliant, and successful.

How to certify your gaming platform for the Mexican market
There is no specific platform certification required in Mexico. Most platforms used by locally licensed operators are already certified in other jurisdictions, such as Malta, Curaçao, or Anjouan.
The key technical requirement for platforms operating in Mexico is related to tax withholding. Regulated operators must retain taxes from players, and there are two accepted models:
-
Per bet: applying the tax to every wager placed.
-
Per withdrawal: applying the tax when players request withdrawals.
Each operator can choose which model to follow, and the platform must be technically equipped to support the selected approach. However, beyond this, there is no mandatory local certification process for platforms in Mexico.
How to certify your casino games for the Mexican market
There is no local certification required for casino games in Mexico. Game providers do not need to certify their titles specifically for the Mexican market.
Most studios operate through platforms or aggregators that are already certified in other jurisdictions, such as Malta, Curaçao, or Anjouan. These certifications are generally accepted by the local license holders in Mexico, who are responsible for the operation and compliance of the site.
As a result, game providers can distribute their content in Mexico without undergoing any additional local certification process.
How to accredit a test lab in Mexico
There is currently no official accreditation or registration process for test labs in Mexico. The Mexican regulator does not maintain a formal list of approved laboratories for certifying games or platforms.
As a result, most operators and platform providers rely on certifications obtained in other internationally recognized jurisdictions, such as GLI or BMM standards. These are generally accepted by local license holders, even though they are not specifically authorized for the Mexican market.
